How can I send free Faxes to a 866 fax machine?

I have a need to "SEND ONLY" about 50 pages of faxes per month. My destination is ONLY a toll free 866 number. I will never send long distance or receive faxes. Any options available without having to pay per page or per month? I dont mind paying a small fee for the service, but to pay 15 cents per page for a toll free fax see excessive! I do not have a home phone line nor a fax machine, so I am looking for an email or another eletronic option. Thanks! (not sure why I need to even send faxes in this day and age, but alas I do!)
