Will a pending transaction amount return to my debit card after 30 days?

I made a purchase through T-Mobile customer service and the amount on my h&r block debit card is still showing as pending almost a month later. T-Mobile refuses to fax a release form to h&r block and I was told today that after a month, the amount will go back onto the debit card if they do not claim the payment.
