Is it possible that uscis can tap your phone and hacked your email account .?

hi,my husband complained to immigration that it was not good faith marriage and marriage was not consummate after 2 years of marriage.we signed for mutual divorce and i have conditional green card.he was very abusing and i tried for 2 years and finally i decide for divorce .,my question is this complain really matter because its not true and how its possible dont have sex during your 2 year marriage.i lived with him after my engagement and when i came here after 1 year of our marriage i lived with him for 9 months.
