Is this school Discriminating me?

I've applied for school for their fall LPN program, took the entrance exam (passed) and we all met on this specific date to go over financial aide & have a face to face interview, BUT neither of it happened. They gave an outline of the course and a speech about clinicals and had us fill out a questionnaire form. I counted 24 students w/ only 22 will be selected, and off the back 1 girl didn't even hand in her registration form and another one didn't get her shots done prior to due date. They were suppose to make their selections by mid Aug. And it kept dragging on from weeks to weeks until mid Sept. I received a letter stating that I did not get accepted into the program. Of course I was bummed! So through the same school I applied for their Spring semester and they said I had to submit another $45 fee & retake the entrance exam (which I passed, once again) & wanted me to resubmit all of my paper work and redo my shots/physical. And that's when I put my foot down and said Enough is Enough, I'm done! The school is out in the sticks and I'm starting to think maybe they're discriminating me bc I'm a minority? There is 1 black there there & the rest were whites. On top of that they sent me a letter last week stating that I owe a school loan and it needs to be resolved prior to continuing the program. That's funny bc I paid my loan off Balance in full in July & I gave them copies of the letter and the loan officer personally faxed them a copy as well. So what do you think?!! Am I over reacting to this situation?
